CHEERS and The CEC

 

While I feel this will fall on deaf ears I felt it worth a try. I am (or was) a HERS Rater here in California. The CEC and CHEERS have “locked” many of us raters out of conducting business here in California. I have personally passed on jobs due to this squabble.

This lockout began in early October. It was thought that this would be resolved quickly. After a five month moratorium this obviously is not the case. As far as I know the problem is data collection and the CEC does not like how CHEERS was collecting it. As a rater we were kept, and still are, mostly in the dark regardless of our investment.

While I can appreciate the need to follow rules, it would seem that this has gone on for too long, and it is time a referee step in and resolve this matter sooner rather than later.

We were given the option to move to a new provider which was more money and time out of pocket for training and certifications we already own.  More red tape and money out of pocket in the worse economic climate since the Great Depression is more than a little mean.  My out of pocket expenses to start this venture were not insignificant to me and my family. I understand Capitalism has risks (as it should), however this is one risk we should not have to endure.

Furthermore, The State of California has invested tens of thousands of dollars, if not hundreds of thousands or even millions, to train out of work Californians as CHEERS Raters under the American Recovery and Reinvestment Act. At this point a colossal waste of time, effort and precious resources during a time period when we have little none to waste.

With the world turning toward new energy solutions and the President touting the Green Economy one would think that this issue could be resolved. Here we sit - a highly train green workforce that has been shut out from the workforce by the State Government of California and particularly the CEC.

I urge the Governor and his office to look into this matter. This is an example of how the State of California government is working against its workforce and citizens and not for them.
