Since the HPC National Conference in Philadelphia in April 2018 we have been following up with contractors and state allies in three critical areas:

Partnering with State Contractor Organizations:

  • Supporting Conrad Metcalfe and the Building Performance Contractors Association of New York State on implementation of practical, contractor friendly programs related to the Governor’s New Efficiency, New York White Paper
  • Supporting Ryan Miller and NC Building Performance Association’s development of a broad and innovative residential EE policy and workforce development Agenda
  • Strategizing with new Executive Director Joe Normandy of the Maryland Building Performance Association (MDBPA) on a legislative agenda for 2019
  • Supporting Xavier Walter of Energy Efficiency West Virginia on settlement negotiations on cost effectiveness testing and planning for a June statewide conference on energy efficiency
  • Working with Leticia Colon de Mejias and Efficiency for All to fight unprecedented budget cuts for EE programs in Connecticut

Fighting for state EE funding through cost effectiveness testing reforms:

  • Supporting legislative reforms on cost effectiveness testing in South Carolina (H4425) and Kansas (SB 347)
  • Filing comments on the record in regulatory proceeding before the Public Utility Commissions in Nevada (Docket # 17-07011), West Virginia Docket # 17-0401-E-P), New Hampshire (Docket No. DE 17-136 EERS), Arkansas (Docket No. 16-028-U) and New York (Case #18-M-0084)
  • Working closely with national energy efficiency allies and stakeholders on new state legislative developments in New Jersey and Virginia

Responding to Requests for support from State and Regional Allies

  • Fighting against the dismantling of the Iowa State Energy Plan through regressive, anti-EE policy (SF 2311) – MEEA and the Iowa Environmental Council
  • Commenting on multi-year EE implementation plans – Illinois (Stakeholder Advisory Group) and Wisconsin (Quadrennial Planning Process) - MEEA
  • Implementation of Oregon Executive Order 17-20 (Energy Cost Savings) – Earth Advantage
  • May 16-17, 2018 Briefings for the Public Staff of the Public Utility Commission and Governor’s Office on EE policy in North Carolina - NC Building Performance Association
