Hello, 9 out of ten 10 homes visited were supposed to have been weatherized. Upon inspection, I found air leakage around heating and domestic pipes...the very places that should be insulated and air-sealed. Where is the enforcement? How can these contractors get away with do shoddy work?
In short no as I have seen shoddy & awesome work by those certified & not - just having a certification doesn't mean anything
Should they be required to meet the Feds WX regs & QA - yes
Now where are they falling down - not enough QA or not enough oversight / training by the feds to make sure they know what to look for? Find the real issues & you can solve the problem

Sorry it has been to long, but each state agrees to certain terms which include oversight, items that should be addressed based on their climate, etc... There also is some National Retrofit Guidelines that to my knowledge were finally instituted for all states to follow. And in Florida some of it will conflict with our energy code. and some of us will argue it conflicts with what should be done in hot humid climates, but that may be irrelevant.In Florida it's doubly confusing, since currently not many utilities recognize BPI programs
The new standards may be helpful, by clearly defining some things, but nothing works like properly training the workforce( installers, not just owners and supervisors) and getting rid of shoddy performers.
I have been testing homes for my state utility as a baseline residential load data collection program since 2011. Some of these homes were certified Energy Star 2 or 3. Most of them failed duct and/or envelope infiltration standards. QA is a big deal for ES new homes and there is an elaborate test-out and documentation requirement. Still failed and small change in the overall picture of new home construction. Do you really think that the retrofit/weatherization business is any better? None of our beyond code systems will be any good until municipal code compliance is adopted and enforced. Don't hold your breath, don't stop trying.
