I have a client looking for an air tight thigh R-Value Fire Rated door to go between their house and garage.

They are using the Zola ~R7 windows in the rest of the house.

Any recommendations?

ThermaTru makes attractive fire rated doors that have a decent u-value (0.15 IIRC). Keep in mind that the delta-T will be relatively small so there's no reason to pay for something crazy efficient in that location.

I agree with David. All of the tightest houses I've tested have used Therma-tru doors (including a fire-rated door to garage in a couple of houses) and we've seen near-zero noticeable leakage around the doors when properly installed, including "wedge gaskets" at the corners.
