Here in Oklahoma local utilities DISCOURAGE conservation. As you use more electricity/gas/water you pay LESS for each unit. A "volume discount" if you will. Hefty monthly meter/connection charges are where it starts. You're already paying a bill before you get started.

In the winter the electric company charges $14/mo + 11 cents per KWH for the 1st 600KWH. Once you hit 600KWH the rate drops to 5 cents. Doesn't exactly encourage conservation.

The gas company charges $15/mo + $3.73DTU for customers who use less than 50DTU per year. Once you go over 50DTU per year you pay a flat $30/mo and drop the $3.73per DTU. This is for delivery fees, the cost of gas is extra and is not based on use. Again, great way to discourage conservation.

Then there is the city/water company, the bill is $50/mo which is mostly taxes/fees/trash pickup. The water is under $5 for 1,000 gallons. The city wants "people to conserve" but the pricing structure actually discourages conservation.

Is it just me or do the utilities want you to use MORE of their product event though they are telling everybody to conserve? Sounds like politicians, tell you one thing, price it a different way.
